About

The purpose of the North College Park Citizens Association (NCPCA) is to stimulate interest in and devise ways and means to promote civic, community and general welfare, with particular focus on the North College Park area. NCPCA is strictly non-partisan, non-political, and non-sectarian.

Typical agenda items are: presentations by developers; dialogue with City officials on budget, city services, city policies, and proposed ordinances; support of or opposition to City, County, or State legislation that affect our neighborhoods; neighborhood improvement efforts, such as parks and roads; and other items as brought forward by our members.

The North College Park area is the area north of Greenbelt Road and east of Paint Branch Creek, within the boundaries of the City of College Park. We meet the second Thursday of each month at 7:30 at Davis Hall, the City’s Public Works facility.

As of February 2010 NCPCA has 171 members in 100 residences.

President: Larry Bleau

Profession: IT software developer. Married, City resident for 30+ years. Former NCPCA Secretary and Treasurer. Hobbies/interests: bicycling, scripture, urban planning.

Vice President: Mark Shroder

Economist, US Department of Housing and Urban Development. College Park City Council member 1999-2003.  Former President, Secretary, and Treasurer, NCPCA.

Secretary: Fazlul Kabir

Location: East Hollywood. Married, with two children. Profession: Development Lead/Architect in a federal software project. Education: Ph.D. in Electrical Engineering from the University of Manchester, UK. Hobbies/interests: reading, traveling, civic activities.
