The purpose of the North College Park Citizens Association (NCPCA) is to stimulate interest in and devise ways and means to promote civic, community and general welfare, with particular focus on the North College Park, Maryland area. NCPCA is strictly non-partisan, non-political, and non-sectarian.
Typical agenda items are: presentations by developers; dialogue with City officials on budget, city services, city policies, and proposed ordinances; support of or opposition to City, County, or State legislation that affect our neighborhoods; neighborhood improvement efforts, such as parks and roads; and other items as brought forward by our members.
The North College Park area is the area north of Greenbelt Road and east of Paint Branch Creek, within the boundaries of the City of College Park. We meet the second Thursday of each month (except July and August) at 7:30 at Davis Hall, the City’s Public Works facility.
Officers
President: Mark Shroder
Mark is a professional economist whose day job is with the US Department of Housing and Urban Development. He has lived on Muskogee Street since 1992. Between 1993 and 1999 he held every position in the Association other than President. In 1999 he was elected to the City Council for District 1 and served two terms. After leaving the Council he served three consecutive terms as President of the Association, and after a hiatus from 2007 to this year, he has been elected to a fourth term. Mark has a wife and two children, sings in choirs and bicycles.
Vice President: Bill Robertson
Married 1953 moved to College Park in late 50,s. All three of Bill’s now grown chrildren attended Hollywood Elementry School. Bill retired from the Naval Sea Systems Command in 1988 with 37 years service. Bill has served as treasurer of NCPCA, Chairman of the Veterans Memorial Inprovement Committee., served on College Park Airport Authority until his eyesight began to fail. Bill is currently leagally blind and must rely on others for transportation.
Secretary: Fazlul Kabir
Fazlul lives in east Hollywood. He is married with two children. He works as Development Lead/Architect in a federal software project. He holds a Ph.D. in Electrical Engineering from the University of Manchester, UK. In his free time, he likes reading, traveling, civic activities. Fazlul is a member of the City of College Park’s Committee for the Better Environment (CBE) and the Neighborhood Watch program. He is also a member of the Sierra Club. Treasurer: Joseph Smith
Joseph Smith came to College Park in 1998 and he currently lives in the Hollywood neighborhood with his wife and two daughters. Smith is a co-founder of the College Park Dog Park Association, vice-chair of the city’s Tree and Landscape Board and a member of the College Park Day Planning Committee. He works as a writer for the Society of American Foresters and holds a bachelor’s degree in English from Syracuse University and a master’s degree in Environmental Studies from the SUNY College of Environmental Science and Forestry. Donna Weene:
Donna Weene moved to College Park from Beltsville in 1984 and resides with her husband Seth and thier five children and two grand-daughters. A local business owner since 1985. Active wth NCPCA for three years; Member, Committee for Better Environment; Meeting Coordinator, 1st Place for Health a Christian weight loss program; Cub and Girl Scout leader at the College Park United Methodist Church where she teaches Sunday school. Donna enjoys spending time with her family, traveling, and gardening.
