Call to Order

Clary called the meeting to order and reviewed the agenda. He moved to approve the agenda, Huemmrich seconded the motion, and the group unanimously approved the agenda.

Minutes

The group reviewed the February 12 meeting minutes. Hernandez moved to approve them, and Clary seconded the motion.

President Report

Clary noted the NCPCA Coffee Social series at Proteus Brews; the next one will be April 5. He noted that NCPCA needs volunteers for the Development Committee and the Events Committee. Huemmrich is interested in becoming Treasurer and will talk with outgoing Treasurer Melissa Peterson.

Clary highlighted the City’s Noise Control Board. The Board handles noise complaints, which require at least 2 complainants. The Board has 5 members and receives $60 per meeting in compensation.

Treasurer Report

Secretary Report

Reitzel reported on the February NCPCA Update email. The email had a 40.6% open rate, up from 39.1% last month, and had a 7.3% click rate, down from 11.4% last month. Clary reported a couple of people expressed appreciation for these monthly update emails.

Development Committee

Clary noted that the City is implementing 5 new stop sign cameras, including one at Edgewood Road and 52nd Place. Enforcement begins March 16, and the stated goal is to improve safety.

Clary noted link to a College Park Development dashboard at collegeparkmd.gov/planning.

Events Committee

Clary noted a number of events:

Breakfast with the Easter Bunny will be March 29, 10am-12noon, at the Branchville Volunteer Fire Department. Free admission.

Purse Bingo will be April 12, 2pm. Cost is $40.

Egg Hunt Egg-stravaganza will be March 21, 10am-12noon, at Calvert Park, for children up to 10 years old. Admission is free, but preregistration is required.

Stargazing with the Smithsonian will be March 27, 8pm-10pm, at Calvert Hills Playground & Athletic Field.

The season’s first Friday Night Live will be May 8, 6pm-8pm, at the City Hall Plaza.

The College Park Spring Street Fair will be in front of Davis Hall, May 17, 12noon-4pm.

Clary also noted that WISE Connect activities for seniors are routinely updated at www.wisecities.us.

Hernandez noted the North College Park Cleanup Day will be April 18, 10am-1pm, at Edgewood Road and Rhode Island Avenue.

Hollywood Commercial District Placemaking Project

Clary introduced David Moore and Sam McCrory, of the Prince George’s County Department of Planning, who introduced the group to the Hollywood Commercial District Placemaking Project. The goals are to create vibrancy and activity, highlight local businesses, and engage residents. The Department is partnering with the City County District 1 Office, NCPCA, and Hollywood Elementary School. Placemaking themes include branding and wayfinding, green infrastructure, programming, and public art. Opportunity sites include the streetscape linear plazas, the parking lot at Edgewood and Rhode Island Avenue, the vacant lot south of the Family Services Center, bus stops, sidewalks and paved surfaces, the ramp down to Hollywood Shopping Center, and the Hollywood Farmers Market. Moore and McCrory polled attendees digitally for their thoughts.

To engage the community further, Moore and McCrory are planning a Community Walk Audit on April 11 (time TBD) and a May visit to the Hollywood Farmers Market. The County also welcomes resident input on various details including the type of artwork.

Huemmrich noted that MNCPPC will build a new community center at the current site of the farmers market, and County staff confirmed they are aware of this and will account for this in their planning.

The State property on the other end of the shopping center is underused, and Hernandez snoted it is on list for possible disposal by the State and expects the City will have the option of acquiring it.

Leary wondered how parking lots in Hollywood might be made greener as part of this project, and County noted they have worked with landlords in the past to get approval for project like this on their property.

NCPCA Spring Event

Clary introduced a discussion of what type of spring event NCPCA might host. He reviewed previous types of events and noted a City microgrant may be available to help fund such an event. The group discussed goals, including community enrichment and engagement. The event could be a cookout or an ice cream social. The group discussed holding the event at a spot around Edgewood R and Rhode Island Avenue. Further discussion will come next month.

Unscheduled Announcements

Hernandez noted that a trolley trail organization presented at this week’s City Council session, and he reminded them about NCPCA’s interest in an extension of the trail north of Greenbelt Road. Hernandez also met with a business that might locate at the corner of Edgewood and Rhode Island Avenue and noted the City awarded $30,000 to Parkdale High School.

Hollywood Elementary School’s Career Day will be April 24, 8:15am-1pm, and they welcome volunteers to discuss their careers.

The City has a number of openings on its advisory boards.

The City is launching its next budget process, and staff will attend the May 14 NCPCA meeting to discuss this.

Clary added that there will be a Shredding Day on March 21, 9am-11am, at Beltsville Academy. There will be a limit of 3 boxes. There will be a Conversation with County Executive Aisha Braveboy on April 9, details TBD, and a conversation with State Comptroller Brooke Lierman on April 27, details TBD.

Clary noted our next meeting will be Thursday, April 9, at 7:30pm.
