Parking Permit presentation – May 4, 2010

Please confirm you or an alternate will be able to attend the NCPCA meeting on May 13 to speak on the City’s Parking Permit program.

As I mentioned earlier, questions you will be asked will include how much money the City spends (or has budgeted) to implement this program. When I looked at the proposed budget, I could not pull out figures for this program from other parking enforcement efforts of the Public Services Dept. Members will want to know the costs of enforcement compared to the revenues from the permit fees, and what measures are being taken (or proposed to be taken) to reduce these costs.

I have scheduled 30 min. for these matters, which will include Q&A. If you think it will require more, let me know.

Thanks for the conversation this afternoon. As we discussed, I will get in touch with the NCPCA treasurer and get him on board with a mediation effort, then work out when the two of us should meet with the NCPCA secretary. I do not recall just now if you said you would like to be present at that meeting.

If I recall our talk, if the secretary agrees mediation should go forward, we would set up a date, announce this to the NCPCA members, and you could come with the necessary materials. If he does not agree mediation is needed, we would have to move forward to a larger group mediation session.

4-H Club – April 24, 2010

My name is Jennifer Hill and I am a special education major here at the University of Maryland, College Park. I also serve as the President for the University’s Collegiate 4-H Club through the College of Agriculture and Natural Resources. Dean Cheng-I-Wei has been persistent in working with our club to partner with the Prince George’s county 4-H program to start a local College Park 4-H club. It will meet here on campus monthly to benefit the youth in the local community. 4-H is a community of young people ages 5-18 across American who are learning leadership, citizenship, and life skills. Our first meeting will be held on May 8th from 12:30pm-2:30pm. I have attached the flyer to this email.

Would it be possible for the flyer to be circulated as a supplement to the North College park Citizens Association newsletter as we are trying to reach out to as many local families as possible? 4-H is an equal opportunity program and is open to all! Question about other audio recordings – April 22, 2010

Greetings, fellow civic association presidents. As president of the North College Park Citizens Association, I write to obtain information from you about your organization’s practice and policy with respect to making audio recording your meetings. NCPCA will discuss the subject of audio recordings at its May 13 meeting, and I would like to give members information about other local practices.

If you could, please respond to the following questions, and feel free to elaborate. Use the Reply-All function only if you wish all other civic association presidents listed to see your responses, bearing in mind they may not wish to.

1. Does your organization have its meetings in a public setting? Are the meetings generally open to the public?
2. Does your organization’s Secretary make, or is s/he allowed to make, an audio recording of any part of the meeting?
3. If so, are there restrictions on the use of such a recording? E.g., to assist in writing the minutes.
4. Does your organization allow such a recording to be posted on a web site or distributed electronically?
5. If so, are there restrictions on this distribution? For instance, posted on the organization’s web site only in a protected area, posted in an unprotected area (open to the world), distributed to members only, distributed to members plus a few other guests, prohibitions on redistribution.
6. If recordings are allowed, is notice given at each meeting that a recording is being or might be made?
7. Do reporters sometimes attend your meetings? If so, are they explicitly permitted to make recordings? Alternately, is there some prohibition against them doing so?
8. Do you have an approved policy or bylaw on the subject of meeting recordings? If so, would you be willing to share it?

Question about MD law on recordings – April 21, 2010

I am hoping you can assist me in resolving a privacy matter. I am president of the North College Park Citizens Association, which is incorporated and operates as a 501(c)(4) organization but with restrictions in its bylaws to prohibit campaigning or any partisanship (see https://myncpca.org/).

At our April meeting our Secretary recorded the meeting to assist him in producing accurate minutes. The portable microphone was clearly visible at the front table; however, no announcement was made that the meeting was being recorded, and many members were surprised to learn afterwards that a recording was made.

Do you happen to know the applicable Federal or MD law with regard to recording of comments made by members of an organizations at a meeting of that organization that is open to the public? NCPCA has no policy or position on the matter, and our bylaws are silent as well. One member claimed that a notice is required to be posted at the door to the meeting room if the meeting is to be recorded, but I cannot find, through some basic searches, if there is a state or Federal law that requires this, or if something else may be required. I have added a discussion of this matter to the agenda for our May meeting, but I would like to start the discussion with knowledge of what the law requires or allows and proceed from there. Any pointers you have to applicable law would be helpful.

City budget wish list items – March 12, 2010

Mr. Nagro,

The North College Park Citizens Association held its monthly meeting on March 11 and, as we have done for many years, discussed what we would like to see in the upcoming City budget. While there was no resolution passed, a few ideas were suggested that may in keeping with the current economic times:

• Have additional recreational events for families with teens or with no children. An example was to bring back the summer concerts.
• Increase parking enforcement efforts to ticket cars on City streets that are parked illegally or in the wrong permit zone.
• Increase fees charged to landlords for the annual inspections to better cover the cost of those inspections.
• Work with the proper authorities to have the State enact legislation that would allow municipalities to obtain revenue from certain establishments within their boundaries; e.g., bars.
• Add a few more street lights to areas where that are currently too dark (no light on pole as opposed to light not working).
• Provide wireless Internet access at the Youth and Family Services building for children who use the drop-in center.

We have 171 members in 100 households, but typically only 20 or so attend a given meeting. We may be able to get a better turnout. (web site below sig)
