7:40   WSSC will present on the Muskogee Street Water Main Replacement Project.

8:10   Director, Youth, Family & Senior Services, Kiaisha Barber will speak on the agency’s activities, events and plans.

8:30   Break with refreshments.

8:45   The Stone Straw property developers, Finnmarc, will make their initial presentation to the North College Park community.

9:15   Announcements.   Members, elected officials and guests will make announcements of activities and upcoming events of interest.

7:50 – Candidates Forum – In preparation for the November 5 Mayor and City Councilmember election, NCPCA’s forum committee has invited all District 1 and 4 candidates as well as Mayoral candidates to participate in a forum.  Candidates will be asked questions provided prior to the forum and given limited time to respond.  The forum will be broadcast live on the City’s cable channels (FiOS channel 25; Xfinity channel 71) and streamed over the City’s website at http://www.collegeparkmd.gov/councilmeetings#stream. It will be recorded and available at the City’s website within 1-3 business days.

7:35 – Update on North College Park developments. Terry Schum, Planning Director, will provide a short update on such projects as: the Gateway Park, Hollywood Streetscape including the walking trail, the dog park and Duvall Field.

7: 55 – Candidate Forum. In preparation for the November elections, a committee needs to be formed of 3 members whose will determine the forum’s format.

8:05 – Quality of Life. An opportunity to bring up any issues of concern affecting your quality or to improve your quality of life.

8:25 – Break. Refreshments will be served.  Any edible donations will be accepted.

8:40 – City bond bill. Update from District 1 councilmembers.  Mary Cook represented NCPCA at the Public Hearing reading the association’s letter into the record.

7:30 – Call to Order and urgent announcements regarding conduct of meeting, followed by motion to approve the agenda with any changes this evening.

7:35 – Charter Review Commission report. The CRC was charged with evaluating the pros and cons of lengthening the term for College Park’s elected officials from two years to four years, and whether those terms should be staggered for Councilmembers. John Krouse, an appointed CRC member will summarize the report and Councilmembers Fazlul Kabir and Kate Kennedy present an update on the Council’s future actions.

7:50 – Candidate Forum. In preparation for the November elections, members will decide on whether to hold a candidates forum as had been done in past years and if so, how it will be organized.

8:00 – EZ Storage (Branchville). This project was brought before NCPCA 2017 but since that time, the conceptual site plan has had some major changes.  The project was never brought back to NCPCA, however, County Councilmember, Tom Dernoga, would like our feedback on the project.  Mary Cook will give a brief update on the project.

8:15 – Break. Refreshments will be served.  Any edible donations will be accepted.

8:25 – City Bond Bill. A motion was made at the last meeting asking “the City Council to put to referendum approval of the $21+ million for a new City Hall on the November 5 ballot in order to give voters an opportunity to decide whether they want to pay for this project.” A letter was sent prior to last Tuesday’s night Council work session.  Update on the next steps.

8:40 – SHA update. Brief summary of the results of last month’s meeting.  Senator Rosapepe’s office subsequently was in touch.  Discussion of next steps.

8:45 – Helicopter flyovers. At the June 13 meeting, we voted to send a letter regarding the helicopter flyovers. Since that time, there has been an article in the Washington Post about a Study and the City Council is aware it.

7:35 – NCPCA City Budget Priorities Forum. The City Council will soon develop its budget for the next fiscal year.  Please bring your questions and concerns about things that should be priorities for our neighborhood.  NCPCA will formalize a set of recommendations in February.

8:15 – NCPCA Picnic Update. Marci Booth will present the latest information about planning for a picnic event in Spring 2019.

8:20 – P.G. Zoning Code Rewrite Update Judy Blumenthal and John Krouse will present information about NCPCA efforts to understand the new zoning code and any changes that should be pursued under advisement of our legal counsel.

8:25 – Duvall Field Focus Group. John Krouse was asked to serve on a focus group, and a public forum is scheduled at Davis Hall on January 17 from 7:00 to 8:30 pm.  Your concerns are welcome now.

8:30 – Break & Refreshments. Members are always welcome to bring something to share while all of us enjoy a quick break.

8:40 – NCPCA Bylaws Forum. Please refer to bylaws at myncpca.org/legal. The following proposals and any others will be discussed for introduction at our February meeting:

  1. Article 1 Name. Propose continuation of name of NCPCA as North College Park Community Association for all public purposes, and retain name of North College Park Citizens Association for incorporation and tax purposes.
  2. Article IV Membership Section 3 Dues. Propose elimination of text related to mailing costs.  With this change, NCPCA will no longer mail agenda and minutes to members or charge different dues.
  3. Article V Meeting Section 5 Quorum. Propose quorum as a meeting of at least seven NCPCA members.
  4. Dues Increase.Propose dues increase to $10 per person for all members will be effective beginning June 1.

7:55 – NCPCA Bylaws & Membership Dues. The following were discussed on Jan. 10. Formal motions will be accepted today for vote on March 14. NCPCA Bylaws are at myncpca.org/legal.

  1. Change to Article 1 Name. The following text is proposed for addition to the Bylaws, after the current text:
    NCPCA is incorporated in the State of Maryland as North College Park Citizens Association, and uses that name for all tax and legal purposes.
  2. Change to Article IV Membership Section 3. The following text is proposed for deletion: The Association may, in addition to dues, assess an annual mailing fee to cover the cost of sending the newsletter and other communications by postal mail.
  3. Bylaws Change to Article V Meeting Section 5 Quorum. A quorum at a meeting shall be at least seven NCPCA members.
  4. Dues. Dues of NCPCA shall be $10 per year, starting on June 1 and ending on May 31, 2020. Note: Dues must be paid before the NCPCA officer elections on June 9, 2019.

7:35 – Recognition of Arthur Eaton. Arthur was a long-time resident of our community, and previously served as President and Vice President of NCPCA.  He passed away on February 17.

7:45 – NCPCA Letter – Community Center in North College Park. A letter developed by Mary Cook (NCPCA Community Center Committee) from NCPCA to Sen. Rosapepe with many cc’s will be read for approval.

8:00 – NCPCA Letter – Hollywood Streetscape, Exercise Path and Narragansett Run. A letter developed by Mary Cook (from NCPCA to Prince George’s Councilmember Tom Dernoga) will be read for approval.

8:10 – NCPCA Bylaws & Membership Dues. The four items below were discussed on Jan. 10, and formal motions were introduced on Feb. 14.  NCPCA Bylaws are at myncpca.org/legal. Today, we will vote on all four of the following:

8:35 – Tax Update. Larry Bleau will present some highlights of recent tax changes.

9:00 – NCPCA Officer Election Nominating Committee. Elections will be June 13 and all offices will be selected by vote on that date.  Members are needed to develop a list of candidates for each office and to create ballots.
